If you think the animal overpopulation problem is bad in the U.S., it's worse in Mexico. PETA Latino has been sponsoring free spay-neuter events for years that have helped thousands of animals. Rachel Bellis, associate director of local affairs for PETA's Cruelty Investigations Department, talks to Emil Guillermo about the program. And she mentions how sometimes the work includes rescuing dogs like Mathilda, Manuel, and Maria.
